HENA will apply to the city for designation of a conservation overlay district. The district would be the residentially zoned areas bounded by 3rd Avenue, the alley between Kimbark and Emery Streets, 9th Avenue, and Martin Street. A few commercially-zoned properties within these boundaries would be excluded.
Most of the homes in the Eastside were built between 1872 and 1930. Our neighborhood has the largest concentration of homes in the city remaining from that period. The purpose of the C-O District is to preserve the architectural appearance and development pattern in the neighborhood while allowing additions and some new construction, basically restoring protections we had until a zoning revision was made several years ago. The neighborhood will provide much more information once the process begins. There will be many chances for you to learn more and to comment on this proposed district.
